British school system age: Why do British boarding schools care so much about students' age?

Generally speaking, the British government links the curriculum to the qualification framework, and then requires the student age to match the curriculum as a condition for issuing a student visa. However, British boarding schools need to meet a lot of government requirements every year to keep the right to nominate students for student visas (Sponsorship).
