Community colleges at Washington, Oregon and New York can admit students that are 16 years of age without high school graduation. These students will earn high school diploma & associate degree in 2 years and transfer to university for the final 2 years of studies.
Alternatively, international students can move into private / boarding schools to complete their high school.
